Editorial Statement

The Brazilian Journal of Political Economy is a peer-reviewed journal published since January 1981. It sees economics in its classical sense, as a historical-deductive political economy, not as hypothetic-deductive economics.

The Journal is interested in papers on development macroeconomics, on the recent history of economic thought, and on papers discussing the Brazilian or the Latin American economies.

Theoretically, the journal is associated to Classical Developmentalism, Post-Keynesian Economics, and New Developmentalism. In relation to the later, it is interested in papers that either offer new contributions, or are critical, or apply its hypothesis to the analysis of national economies, or compare New Developmentalism with the two former theories from which it is originated. It is not interested in the comparison of just policies without the corresponding theory.

In the revisions of the literature, the Brazilian and Latin-American relevant authors dealing with the subject are supposed to be duly quoted.

In the case of econometric studies, the technical aspects are supposed to be published only in the journal’s electronic edition.
The journal publishes papers in English and Portuguese but gives priority to the former. The papers that don’t have as subject the Brazilian economy should be written in English or translated to English after being approved.

The papers are published approximately according to the date that they are approved. In accepting the submission of a paper, the Journal adopts as a criterion its interest in publishing it.

Brazilian Journal of Political Economy is a journal that views economic theory in classical terms, such as political economy. Works with a Keynesian, developmentalist, or institutionalist approach are welcome. The journal publishes theoretical works on economic development, macroeconomics, and the critique of economic theory, as well as works on applied economics that contain relevant economic theory, with priority given to works on developing countries.

Brief History

The Brazilian Journal of Political Economy was founded by Luiz Carlos Bresser-Pereira, who is its editor to this day. To publish it, he created the Center for Political Economy.

Its original name was Revista de Economia Política. It was changed to its current name because English is the language of economic theory and because we publish more than half of our articles in that language.

In its first 20 years, the Journal published the main articles on the theory of inertial inflation and the Real Plan, which was based on it. In the last 20 years, we have published articles on economic theory, deindustrialization and the New Developmentalist Economic Theory, which is a macroeconomics of development and studies problems such as the high interest rate trap and the appreciated exchange rate in the long run, the Dutch disease and the criticism of the policy of growth with foreign savings.

It is a journal open to all heterodox schools of economic thought. He is not interested in articles that adopt Neoclassical Economic Theory. 

 

Open Science Compliance

 Brazil.J.Polit.Econ. follows the Gold Open Access model.

Assuming the assumption that open science is the best alternative for the democratization of access to knowledge and that this is only built-in collectivity, the journal ensures that all interested parties can research, read, download, copy, disseminate the published articles, without limitations and without prior permission from the authors or editors of the journal, as long as the use is lawful. When using the published materials, the sources must be cited, with reference to Brazil.J.Polit.Econ.

Considering that the production of the best science occurs in collective contexts of collaboration and debate of ideas, the journal accepts to evaluate manuscripts deposited as Preprints. It is an option of the author to accelerate the dissemination of the results of his research and its improvement, to the extent that the work can receive criticism and contributions from its readers, allowing changes to be made to the text before its publication in the journal. If there is an option for preprint, with simultaneous or subsequent submission to the Brazil.J.Polit.Econ., the author must inform the server where the preprint was placed to be able to verify that it will not prejudice the blind review.

The submitted work must be unpublished, in print or electronic media, except for those made available in the SciELO preprint repository, and its simultaneous submission for evaluation in another journal will not be accepted.

Brazil.J.Polit.Econ. adopts the peer review system. The journal promotes blind peer review, and the works are forwarded to two specialists for analysis, meeting the criteria of its editorial policy. If divergent evaluations occur, the text is submitted to a third evaluation. To promote the transparency of the entire evaluation process and to adapt to Open Science practices, authors and reviewers must respond to the consultation on the agreement to publish the opinions of the approved texts, with or without the identification of the names of the evaluators. Such evaluations may, if deemed necessary, be edited by the editors of the journal.

Brazil.J.Polit.Econ. recommends that authors cite, refer, and make available all content (data and information collected, statistical analysis scripts, program codes, etc.) underlying the manuscript, at a previous time or at the time of submission, except in cases that present a legal or ethical impediment.

 

Ethics in Publication

The Brazilian Journal of Political Economy excels in the practices of respect for ethical conduct, following the recommendations of the Committee on Publication Ethics (COPE, available at https://publicationethics.org/core-practices and the Guide of Good Practices for the Strengthening of Ethics in Scientific Publication of SciELO. Responsibility of the authors

When submitting articles to the journal, authors automatically declare that the contents of the articles are original and unpublished, with the exception of texts published as preprints. They also declare that the article was not published, complete or incomplete, in another journal, even if in another language, nor was it submitted to another journal simultaneously. In addition, they also undertake to inform the journal when they detect any error or inaccuracy in their work (published, under evaluation or editing) and to collaborate with the editors so that the article is properly retracted or corrected. After the publication, the article will not be changed.

Authors are responsible for the content of their articles, as well as for the copyright of images and textual or complementary elements to their articles.

To ensure an editorial policy based on the criteria defined for the good practice of academic production, avoiding plagiarism, violations of ethical principles, fraud and possible lawsuits, Brazil.J.Polit.Econ. recommends that authors observe the following steps before submission:

  • Check the provisions of COPE website, for knowledge of the ethical principles provided therein;
  • Place the appropriate references of the data incorporated, analyzed, or interpreted from other publications;
  • Indicate as authors of the text only the names that have actually participated in all phases of the research and the writing of the article;
  • Inform, if any, the sources of research funding that gave rise to the submitted text.

 

Responsibility of the Editorial Board

It is the responsibility of the Editorial Board to define and comply with the guidelines outlined for the journal, suggesting measures for its improvement, whenever necessary; indicate, when requested, names of experts for issuing evaluative opinions of articles submitted for publication; encourage and disseminate the publication of articles in/of the journal; advise the work of the editors, whenever requested.

 

Responsibility of the editors

The Editor-in-Chief is responsible for implementing the journal's editorial policy, monitoring the entire editorial process, coordinating the team of Executive Editors and those responsible for organizing thematic dossiers. It is also responsible for the dialogue with the members of the Editorial Board, authors of articles and reviewers, indexers, research funding agencies, institutions/forums of the scientific community and the general public. It is his responsibility to decide which articles will be published in the journal, and for this purpose, he may consult the Editorial Board and the Executive and Associate Editor(s). In the event of complaints of an ethical nature, it will also be up to the Editor-in-Chief to take the appropriate measures to remedy them.

Editors will invest efforts in preventing bad practices and unethical behavior in the publication of articles, not tolerating any type of plagiarism.

The editors undertake to evaluate the works submitted to the journal objectively and for their intellectual content, without discrimination of race, gender, sexual orientation, religion, geographic origin, or political thought. They also undertake to treat authors' contributions confidentially while they are under evaluation and if the work is rejected. The works will be subject to evaluation or discussion with third parties only with the authorization of the editors of the journal.

All articles are initially screened by the editors, observing whether all the requested items were included. Then, it is evaluated whether the article is within the scope of the journal.

All the contents of the journal are submitted to evaluation by the double-blind peer method, offering, however, the possibility for authors and reviewers to agree with the opening of the peer review process.

Editors should ensure that all authors review manuscripts and accept responsibility for their content.

Preprints

 Brazil.J.Polit.Econ. accepts preprints on public platforms, such as SciELO Preprints, allowing open discussions before publication. It is important to highlight that the journal does not consider that this compromises the originality of the submitted article.

 

Peer review process

The submitted article must be original and cannot be submitted to another journal, in Brazil or abroad. Submissions undergo an initial evaluation by the journal editor to verify the adequacy of the work to the journal's editorial line and its interest in publication.

After this first approval, the work is then sent by the double-blind review system to the reviewers.

From the acceptance of the submission to the first opinion on the article, we estimate a period of 100 days. The reviewer may recommend one of three options:

  1. Full approval without changes;
  2. Partial approval with amendments;
  3. Rejection of the manuscript.

 

Open data

 Brazil.J.Polit.Econ. encourages the sharing of analysis datasets, instruments, statistical analysis scripts, scripts, and additional materials, made available in open online repositories, if they cannot be published in the work itself, and this information must be indicated in the manuscript. Consequently, articles that communicate research should indicate and reference the availability of the contents underlying the elaboration of the research and the results obtained.

 

Fee Collection

 Brazil.J.Polit.Econ. does not charge a fee for the submission of articles, nor for their publication.

 

Ethics and Misconduct Policy, Errata and Retraction

Editors make considerable efforts to avoid and prevent the publication of articles in which research misconduct has occurred.

In addition, reviewers are instructed to communicate to the editors any similarities or duplicity with articles already published or submitted simultaneously to other journals.

When there is a question regarding authorship, the author of the manuscript is initially contacted and, if necessary, all the authors involved.

If there is any doubt or question regarding the inclusion of citations and respective references, the editors will contact the author(s) requesting the submission of the cited document.

The journal is always willing to publish corrections, clarifications, right of reply, errata, retractions and apologies when any misconduct is identified, according to what is established in the Guide of Good Practices for the Strengthening of Ethics in Scientific Publication of SciELO.

However, it is noted that the article, once published, will not be changed.

 

Conflict of Interest Policy

They must be communicated not only by the authors, but by all those involved in the editorial process of a manuscript.

 

Adoption of similarity checking software

As part of the actions to value academic integrity and prevent plagiarism in accredited publications, Brazil.J.Polit.Econ. adopts the text similarity identification service based on the Turnitim platform.

It is used only when we believe it is necessary.

 

Sex and Gender Issues

The journal observes the guidelines on Sex and Gender Equity in Research.

In addition, Brazil.J.Polit.Econ. observes the gender equity policy in the formation of its editorial board.

 

Copyright

Authors of articles published by the Brazilian Journal of Political Economy retain the copyright of their works, licensing them under the Creative Commons Attribution CC BY 4.0 license, which allows articles to be reused and distributed without restriction, as long as the original work is correctly cited, the authors grant the journal the right of first publication.

 

Intellectual Property and Terms of Use

INSTRUCTIONS FOR AUTHORS

 

Accepted document types

The Brazilian Journal of Political Economy publishes articles or papers, small papers, review articles, notes, and comments, as well as documents that are in accordance with its editorial policy. The Journal does not order articles, and only publishes papers that are within its area of interest. If they are accepted in this first exam, they will be peer-reviewed and, once approved, they will be published basically according to the order of approval.

The journal publishes original articles, in Portuguese or, preferably, in English. The submission of an article must imply that it has not been previously published and is not being considered for another publication.

 

Authors' Contributions

  • The use of a taxonomy of credits in economic articles is not appropriate.

Digital Assets

Tables should be in word format, small (only the essentials) and should be limited. 

Graphics must be sent separately in eps or xls format. The number of charts should also be limited.

The equations and formulas must be made in word format, using the 'equation tools' or 'mathtype' tool.

All figures and graphs must be submitted with high resolution.

 

Citations and References

Citations and references of journal articles must follow the Harvard Style, always indicating the volume, number, and number of the initial and final pages of the article. Bibliographies will not be accepted. At the end of the article, the reference should be limited to the articles cited and should follow the following format:
